• Richard A. Sauber brings decades of public service and private practice to his work representing companies and individuals in criminal and civil fraud prosecutions, particularly in False Claims Act matters. Richard has tried complex cases in state and federal courts and has appeared in every federal appeals court as well as before the U.S. Supreme Court. His work also includes guiding individuals and entities in complex, high-profile and often contentious congressional investigations; representing clients in public hearings, congressional briefings, witness examinations and depositions; in responding to subpoenas and requests for document production; and in parallel government investigations.

    Richard joins Kramer Levin after serving as general counsel of the Department of Veterans Affairs, overseeing the 600 lawyers in the Office of General Counsel. He supervised the office’s work and advised the secretary and senior management through some of the department’s most significant controversies and disputes. Following that, he served for two years as Special Counsel to President Biden, representing the President and the White House in connection with the Robert Hur investigation of President Biden’s handling of classified materials and in connection with the impeachment inquiry conducted in the House of Representatives. His public service also includes seven years as a federal prosecutor, during which President Ronald Reagan appointed him to launch and lead the first multiagency task force focused on pursuing fraud in government contracts.

    Previously in private practice as co-managing partner of an elite Washington, DC, litigation boutique, Richard also served as partner and chair of the Washington litigation department of a global firm.
